The song is about Cyclone Tracy, which devastated Darwin, Australia on Christmas, 1974, leading to a popular song titled "Santa Never Made it to Darwin." The reference to Tojo recalls the Japanese bombing of Australia in World War II, which also caused widespread damage -- but never led to a Japanese invasion. What I gather is Hurricane Tracy is saying "Tojo didn't make it -- but I did."
